The 24-year-old was expected to join the Foxes on a permanent basis, but their relegation to League One put paid to that deal.
Bell told the Luton News: "The Leicester thing was on a permanent basis, but on the basis they stayed up. So it's not really a big shock to be back at Luton.
"I still kept in contact with the lads when I was at Leicester and I'm just glad to be back.
"It's very important to get a good start this year as it looks like we are going to be on minus points.
"We've got to get some wins under our belts as early as we can."
