The highly-rated 21-year-old moves to County from Crewe Alexandra although he failed to make a first-team start for the club.
Gannon told County's official website: "Owain's got a good profile. He's over six foot tall, he's athletic, he's lean and he moves very well.
"He feels capable of being the number one, so we'll see how he does over pre-season. If he steps up to the mark then he'll make that position his own.
"I'm waiting to hear on two deals that will see us bring in a striker and a goalscoring central midfielder."

Should we all have a national holiday to celebrate the Olympic success?
