Gillespie moves to the U's in a deal worth more than £400,000 while Perkins' switch is for an undisclosed six-figure fee.
"David has bundles of energy and he's a very good footballer," Williams told the club's official website. "He can also play a number of positions across the whole of the midfield.
"Steven scored a hell of a lot of goals as a youngster and was unlucky that the manager who signed him at Bristol City left shortly after Steven went there.
"After a bit of a struggle at Bristol, he really found his feet at Cheltenham and proved that by scoring 16 goals for them last season."

Should we all have a national holiday to celebrate the Olympic success?
