The Tigers have already landed Craig Fagan and Geovanni this summer as boss Phil Brown continues to build a squad he hopes will be good enough to survive in English football's top-flight.
Mendy has agreed a three-year deal at the KC Stadium while a transfer fee believed to be in the region of £500,000 will be paid for Dutch veteran Boateng.
"Bernard has come in for his medical and hopefully he'll go through the process we have for signing players," Brown told the Hull Daily Mail.
"Although he's a free transfer, contract wise it's still a big commitment, but we've agreed personal terms.
"Hopefully, we'll have some news on that one tomorrow when we're back at home."
Mendy has been with Paris St Germain for the last eight years, although he made 23 appearances for Bolton during a loan spell at the Reebok Stadium in the 2002-03 campaign.

Should we all have a national holiday to celebrate the Olympic success?
